The OUT processor writes the event in the event division of the main ZEBRA
memory onto unit LUNEVO.  It is a pure dummy, all the hard work
is done by EIO.  The only routine that exists is OUT_INI, and that is only
there as there is a formal requirement that each SU has an initialisation
routine.
