This is followed by the parameters for new charge spectrum (it is expected that
this will eventually be factored out into a SPEL.2 bank).

 1 F Polya parameter (usually called m)
 2 F amplitude of 1st Polya
3 F Slope of Polya Gain 1 vs. high-half point
4 F Offset of Polya Gain 1 vs. high-half point
 5 F amplitude of 2nd Polya
6 F Slope of Polya Gain 2 vs. high-half point
7 F Offset of Polya Gain 2 vs. high-half point
8 F Amplitude of exponential noise peak
9 F Falloff parameter of exponential noise peak
10 F Max charge for normalization

Below are parameters used for smearing of the charge spectra. There are
two gaussian smearings, one before the discriminator and one after.

11 F Width of noise before discriminator in ADC counts
12 F Width of smearing before discriminator in ADC counts

Below are parameters for simulated high-half point distribution (if the
true high-half point is not selected---see MCMA bank). The distribution
of high-half points is approximated by a gaussian.

13 F Mean of high-half point distribution
14 F Width of high-half point distribution

Below are parameters used for simulating thresholds (as opposed to using
the thresholds recorded in the DQXX banks).

15 F Mean of simulated threshold distribution or fixed uniform threshold
16 F Width of simulated threshold distribution
