Description
-----------
    
    As a particle ionizes the gas in an NCD the ionization track 
    will not be exactly straight.  The straggling describes the 
    characteristic deviation of the particle from a straight path 
    as a function of energy.  These values come from SRIM 2003.
    There is one bank for each particle type (proton, triton and alpha)

Notes

There are three instances of the NCST bank in ncd_straggling.dat. 
Bank 1 is for protons, 2 for tritons and 3 for alphas.
