Description
-----------
    
    As electrons drift from their origin on the ionization track towards 
    they anode they will not drift in a straight line.  Therefore a 
    group of electrons starting the same distance from the anode will 
    arrive at the anode with some time distribution.  This bank 
    gives the standard deviation of the gaussian-distributed 
    electron arrival times as a function of radius.
