This is performed by MCG_SET_TIME. It can optionally correct the rate for eccentricity of the Earth's orbit. However, the main reason to select this distribution is to ensure the absolute date and time of the event has meaning for this is used to determine the position of the Sun, and hence the direction of solar neutrinos which, in turn, is used for the neutrino direction spectrum, see below.
