This cut is desgined to be a backup cut for neck events using the fact that neck events often fire owls at the top of teh detector. It works by recording the times of all PMTs that can see outside the PSUP (OWLs BUTTs and NECKs), above a z threshold. The in looks for a set number of tubes inside a set time window. The cabling changes for the neck tubes are also taken into account by putting an ofset on their times, after the changes to neck cabling were made.
