The Crate Isotropy Cut

This cut is designed to cut events that show distinct anisotropy in crate card channel space. It looks for events that have have more than a set fraction of hits on one crate, then have more than a set fraction of those hits on two adjacent cards or channels. This cut includes a wrap around at the edge of the crate so that for example cars 0 and 31 are counted together. The cut then fails any event with these criteria. This cut is an adapted form of the ring of fire cut.

The constants for this cut are contained in FLTH 21.
